Fire only visible on two floors in north face of North Tower at time of fall

The diagram on the left and the photograph on the right are both from NIST. The diagram shows the state of the fires in the North Tower at 10:28am, the time the tower fell. The size and extent of the fires do not match the level of destruction of the tower, as shown by the picture on the right.
