BRIT HUME, HOST: It has been more than 16 years since a civilian working for the Navy was charged with passing secrets to Israel. Jonathan Pollard pled guilty to conspiracy to commit espionage and is serving a life sentence. At first, Israeli leaders claimed Pollard was part of a rogue operation, but later took responsibility for his work.

Now Fox News has learned some U.S. investigators believe that there are Israelis again very much engaged in spying in and on the U.S., who may have known things they didn’t tell us before Sept. 11. Fox News correspondent Carl Cameron has details in the first of a four-part series.

CARL CAMERON, FOX NEWS CORRESPONDENT: Since Sept. 11, more than 60 Israelis have been arrested or detained, either under the new patriot anti-terrorism law, or for immigration violations. A handful of active Israeli military were among those detained, according to investigators, who say some of the detainees also failed polygraph questions when asked about alleged surveillance activities against and in the United States.

There is no indication that the Israelis were involved in the 9/11 attacks, but investigators suspect that they Israelis may have gathered intelligence about the attacks in advance, and not shared it. A highly placed investigator said there are “tie-ins.” But when asked for details, he flatly refused to describe them, saying, “evidence linking these Israelis to 9/11 is classified. I cannot tell you about evidence that has been gathered. It’s classified information.”

Fox News has learned that one group of Israelis, spotted in North Carolina recently, is suspected of keeping an apartment in California to spy on a group of Arabs who the United States is also investigating for links to terrorism. Numerous classified documents obtained by Fox News indicate that even prior to Sept. 11, as many as 140 other Israelis had been detained or arrested in a secretive and sprawling investigation into suspected espionage by Israelis in the United States.

Investigators from numerous government agencies are part of a working group that’s been compiling evidence since the mid ’90s. These documents detail hundreds of incidents in cities and towns across the country that investigators say, “may well be an organized intelligence gathering activity.”

The first part of the investigation focuses on Israelis who say they are art students from the University of Jerusalem and Bazala Academy. They repeatedly made contact with U.S. government personnel, the report says, by saying they wanted to sell cheap art or handiwork.

Documents say they, “targeted and penetrated military bases.” The DEA, FBI and dozens of government facilities, and even secret offices and unlisted private homes of law enforcement and intelligence personnel. The majority of those questioned, “stated they served in military intelligence, electronic surveillance intercept and or explosive ordnance units.”

Another part of the investigation has resulted in the detention and arrests of dozens of Israelis at American mall kiosks, where they’ve been selling toys called Puzzle Car and Zoom Copter. Investigators suspect a front.

Shortly after The New York Times and Washington Post reported the Israeli detentions last months, the carts began vanishing. Zoom Copter’s Web page says, “We are aware of the situation caused by thousands of mall carts being closed at the last minute. This in no way reflects the quality of the toy or its salability. The problem lies in the operators’ business policies.”

Why would Israelis spy in and on the U.S.? A general accounting office investigation referred to Israel as country A and said, “According to a U.S. intelligence agency, the government of country A conducts the most aggressive espionage operations against the U.S. of any U.S. ally.”

A defense intelligence report said Israel has a voracious appetite for information and said, “the Israelis are motivated by strong survival instincts which dictate every possible facet of their political and economical policies. It aggressively collects military and industrial technology and the U.S. is a high priority target.”

The document concludes: “Israel possesses the resources and technical capability to achieve its collection objectives.”

A spokesman for the Israeli embassy here in Washington issued a denial saying that any suggestion that Israelis are spying in or on the U.S. is “simply not true.” There are other things to consider. And in the days ahead, we’ll take a look at the U.S. phone system and law enforcement’s methods for wiretaps. And an investigation that both have been compromised by our friends overseas.

HUME: Carl, what about this question of advanced knowledge of what was going to happen on 9/11? How clear are investigators that some Israeli agents may have known something?

CAMERON: It’s very explosive information, obviously, and there’s a great deal of evidence that they say they have collected – none of it necessarily conclusive. It’s more when they put it all together. A bigger question, they say, is how could they not have know? Almost a direct quote.

HUME: Going into the fact that they were spying on some Arabs, right?

CAMERON: Correct.

BRIT HUME, HOST: Last time we reported on the approximately 60 Israelis who had been detained in connection with the Sept. 11 terrorism investigation. Carl Cameron reported that U.S. investigators suspect that some of these Israelis were spying on Arabs in this country, and may have turned up information on the planned terrorist attacks back in September that was not passed on.

Tonight, in the second of four reports on spying by Israelis in the U.S., we learn about an Israeli-based private communications company, for whom a half-dozen of those 60 detained suspects worked. American investigators fear information generated by this firm may have fallen into the wrong hands and had the effect of impeded the Sept. 11 terror inquiry. Here’s Carl Cameron’s second report.

CARL CAMERON, FOX NEWS CORRESPONDENT (voice-over): Fox News has learned that some American terrorist investigators fear certain suspects in the Sept. 11 attacks may have managed to stay ahead of them, by knowing who and when investigators are calling on the telephone. How?

By obtaining and analyzing data that’s generated every time someone in the U.S. makes a call.

UNIDENTIFIED FEMALE: What city and state, please?

CAMERON: Here’s how the system works. Most directory assistance calls, and virtually all call records and billing in the U.S. are done for the phone companies by Amdocs Ltd., an Israeli-based private elecommunications company.

Amdocs has contracts with the 25 biggest phone companies in America, and more worldwide. The White House and other secure government phone lines are protected, but it is virtually impossible to make a call on normal phones without generating an Amdocs record of it.

In recent years, the FBI and other government agencies have investigated Amdocs more than once. The firm has repeatedly and adamantly denied any security breaches or wrongdoing. But sources tell Fox News that in 1999, the super secret national security agency, headquartered in northern Maryland, issued what’s called a Top Secret sensitive compartmentalized information report, TS/SCI, warning that records of calls in the United States were getting into foreign hands – in Israel, in particular.

Investigators don’t believe calls are being listened to, but the data about who is calling whom and when is plenty valuable in itself. An internal Amdocs memo to senior company executives suggests just how Amdocs generated call records could be used. “Widespread data mining techniques and algorithms…. combining both the properties of the customer (e.g., credit rating) and properties of the specific ‘behavior….'” Specific behavior, such as who the customers are calling.

The Amdocs memo says the system should be used to prevent phone fraud. But U.S. counterintelligence analysts say it could also be used to spy through the phone system. Fox News has learned that the N.S.A has held numerous classified conferences to warn the F.B.I. and C.I.A. how Amdocs records could be used. At one NSA briefing, a diagram by the Argon national lab was used to show that if the phone records are not secure, major security breaches are possible.

Another briefing document said, “It has become increasingly apparent that systems and networks are vulnerable….Such crimes always involve unauthorized persons, or persons who exceed their authorization…citing on exploitable vulnerabilities.”

Those vulnerabilities are growing, because according to another briefing, the U.S. relies too much on foreign companies like Amdocs for high-tech equipment and software. “Many factors have led to increased dependence on code developed overseas…. We buy rather than train or develop solutions.”

U.S. intelligence does not believe the Israeli government is involved in a misuse of information, and Amdocs insists that its data is secure. What U.S. government officials are worried about, however, is the possibility that Amdocs data could get into the wrong hands, particularly organized crime. And that would not be the first thing that such a thing has happened. Fox News has documents of a 1997 drug trafficking case in Los Angeles, in which telephone information, the type that Amdocs collects, was used to “completely compromise the communications of the FBI, the Secret Service, the DEO and the LAPD.”

We’ll have that and a lot more in the days ahead – Brit.

HUME: Carl, I want to take you back to your report last night on those 60 Israelis who were detained in the anti-terror investigation, and the suspicion that some investigators have that they may have picked up information on the 9/11 attacks ahead of time and not passed it on.

There was a report, you’ll recall, that the Mossad, the Israeli intelligence agency, did indeed send representatives to the U.S. to warn, just before 9/11, that a major terrorist attack was imminent. How does that leave room for the lack of a warning?

CAMERON: I remember the report, Brit. We did it first internationally right here on your show on the 14th. What investigators are saying is that that warning from the Mossad was nonspecific and general, and they believe that it may have had something to do with the desire to protect what are called sources and methods in the intelligence community. The suspicion being, perhaps those sources and methods were taking place right here in the United States.

The question came up in select intelligence committee on Capitol Hill today. They intend to look into what we reported last night, and specifically that possibility – Brit.

HUME: So in other words, the problem wasn’t lack of a warning, the problem was lack of useful details?

CAMERON: Quantity of information.

BRIT HUME, HOST: Last time we reported on an Israeli-based company called Amdocs Ltd. that generates the computerized records and billing data for nearly every phone call made in America. As Carl Cameron reported, U.S. investigators digging into the 9/11 terrorist attacks fear that suspects may have been tipped off to what they were doing by information leaking out of Amdocs.

In tonight’s report, we learn that the concern about phone security extends to another company, founded in Israel, that provides the technology that the U.S. government uses for electronic eavesdropping. Here is Carl Cameron’s third report.

CARL CAMERON, FOX NEWS CORRESPONDENT (voice-over): The company is Comverse Infosys, a subsidiary of an Israeli-run private telecommunications firm, with offices throughout the U.S. It provides wiretapping equipment for law enforcement. Here’s how wiretapping works in the U.S.

Every time you make a call, it passes through the nation’s elaborate network of switchers and routers run by the phone companies. Custom computers and software, made by companies like Comverse, are tied into that network to intercept, record and store the wiretapped calls, and at the same time transmit them to investigators.

The manufacturers have continuing access to the computers so they can service them and keep them free of glitches. This process was authorized by the 1994 Communications Assistance for Law Enforcement Act, or CALEA. Senior government officials have now told Fox News that while CALEA made wiretapping easier, it has led to a system that is seriously vulnerable to compromise, and may have undermined the whole wiretapping system.

Indeed, Fox News has learned that Attorney General John Ashcroft and FBI Director Robert Mueller were both warned Oct. 18 in a hand-delivered letter from 15 local, state and federal law enforcement officials, who complained that “law enforcement’s current electronic surveillance capabilities are less effective today than they were at the time CALEA was enacted.”

Congress insists the equipment it installs is secure. But the complaint about this system is that the wiretap computer programs made by Comverse have, in effect, a back door through which wiretaps themselves can be intercepted by unauthorized parties.

Adding to the suspicions is the fact that in Israel, Comverse works closely with the Israeli government, and under special programs, gets reimbursed for up to 50 percent of its research and development costs by the Israeli Ministry of Industry and Trade. But investigators within the DEA, INS and FBI have all told Fox News that to pursue or even suggest Israeli spying through Comverse is considered career suicide.

And sources say that while various F.B.I. inquiries into Comverse have been conducted over the years, they’ve been halted before the actual equipment has ever been thoroughly tested for leaks. A 1999 F.C.C. document indicates several government agencies expressed deep concerns that too many unauthorized non-law enforcement personnel can access the wiretap system. And the FBI’s own nondescript office in Chantilly, Virginia that actually oversees the CALEA wiretapping program, is among the most agitated about the threat.

But there is a bitter turf war internally at F.B.I. It is the FBI’s office in Quantico, Virginia, that has jurisdiction over awarding contracts and buying intercept equipment. And for years, they’ve thrown much of the business to Comverse. A handful of former U.S. law enforcement officials involved in awarding Comverse government contracts over the years now work for the company.

Numerous sources say some of those individuals were asked to leave government service under what knowledgeable sources call “troublesome circumstances” that remain under administrative review within the Justice Department.

And what troubles investigators most, particularly in New York, in the counter terrorism investigation of the World Trade Center attack, is that on a number of cases, suspects that they had sought to wiretap and survey immediately changed their telecommunications processes. They started acting much differently as soon as those supposedly secret wiretaps went into place – Brit.

HUME: Carl, is there any reason to suspect in this instance that the Israeli government is involved?

CAMERON: No, there’s not. But there are growing instincts in an awful lot of law enforcement officials in a variety of agencies who suspect that it had begun compiling evidence, and a highly classified investigation into that possibility – Brit.

TONY SNOW, HOST: This week, senior correspondent Carl Cameron has reported on a longstanding government espionage investigation. Federal officials this year have arrested or detained nearly 200 Israeli citizens suspected of belonging to an “organized intelligence-gathering operation.” The Bush administration has deported most of those arrested after Sept. 11, although some are in custody under the new anti-terrorism law.

Cameron also described the possibility that an Israeli firm generated billing data that could be used for intelligence purposes, and describes concerns that the federal government’s own wiretapping system may be vulnerable. Tonight, in part four of the series, we’ll learn about the probable roots of the probe: a drug case that went bad four years ago in L.A.

CARL CAMERON, FOX NEWS CORRESPONDENT (voice-over): Los Angeles, 1997, a major local, state and federal drug investigating sours. The suspects: Israeli organized crime with operations in New York, Miami, Las Vegas, Canada, Israel and Egypt. The allegations: cocaine and ecstasy trafficking, and sophisticated white-collar credit card and computer fraud.

The problem: according to classified law enforcement documents obtained by Fox News, the bad guys had the cops’ beepers, cell phones, even home phones under surveillance. Some who did get caught admitted to having hundreds of numbers and using them to avoid arrest.

“This compromised law enforcement communications between LAPD detectives and other assigned law enforcement officers working various aspects of the case. The organization discovered communications between organized crime intelligence division detectives, the FBI and the Secret Service.”

Shock spread from the DEA to the FBI in Washington, and then the CIA. An investigation of the problem, according to law enforcement documents, concluded, “The organization has apparent extensive access to database systems to identify pertinent personal and biographical information.”

When investigators tried to find out where the information might have come from, they looked at Amdocs, a publicly traded firm based in Israel. Amdocs generates billing data for virtually every call in America, and they do credit checks. The company denies any leaks, but investigators still fear that the firm’s data is getting into the wrong hands.

When investigators checked their own wiretapping system for leaks, they grew concerned about potential vulnerabilities in the computers that intercept, record and store the wiretapped calls. A main contractor is Comverse Infosys, which works closely with the Israeli government, and under a special grant program, is reimbursed for up to 50 percent of its research and development costs by Israel’s Ministry of Industry and Trade.

Asked this week about another sprawling investigation and the detention of 60 Israeli since Sept. 11, the Bush administration treated the questions like hot potatoes.

ARI FLEISCHER, WHITE HOUSE PRESS SECRETARY: I would just refer you to the Department of Justice with that. I’m not familiar with the report.

COLIN POWELL, SECRETARY OF STATE: I’m aware that some Israeli citizens have been detained. With respect to why they’re being detained and the other aspects of your question – whether it’s because they’re in intelligence services, or what they were doing – I will defer to the Department of Justice and the FBI to answer that.

CAMERON: Beyond the 60 apprehended or detained, and many deported since Sept. 11, another group of 140 Israeli individuals have been arrested and detained in this year in what government documents describe as “an organized intelligence gathering operation,” designed to “penetrate government facilities.” Most of those individuals said they had served in the Israeli military, which is compulsory there.

But they also had, most of them, intelligence expertise, and either worked for Amdocs or other companies in Israel that specialize in wiretapping. Earlier this week, the Israeli embassy in Washington denied any spying against or in the United States – Tony.

SNOW: Carl, we’ve heard the comments from Ari Fleischer and Colin Powell. What are officials saying behind the scenes?

CAMERON: Well, there’s real pandemonium described at the FBI, the DEA and the INS. A lot of these problems have been well known to some investigators, many of who have contributed to the reporting on this story. And what they say is happening is supervisors and management are now going back and collecting much of the information, because there’s tremendous pressure from the top levels of all of those agencies to find out exactly what’s going on.

At the DEA and the FBI already a variety of administration reviews are under way, in addition to the investigation of the phenomenon. They want to find out how it is all this has come out, as well as be very careful because of the explosive nature and very political ramifications of the story itself – Tony.

The Times article then notes something that I reported18 months ago. Immediately after 911, the FBI arrested a bunch of people suspected of being involved with the attacks – including four associates of key targets of FBI’s counterintelligence operations. Sibel heard the targets tell Marc Grossman: “We need to get them out of the US because we can’t afford for them to spill the beans.” Grossman duly facilitated their release from jail and the suspects immediately left the country without further investigation or interrogation.Let me repeat that for emphasis: The #3 guy at the State Dept facilitated the immediate release of 911 suspects at the request of targets of the FBI’s investigation.

Israelis detained on 9/11 – from “Stranger than Fiction”

… one call in particular that led authorities to actually close down all New York bridges and tunnels came from a mysterious anonymous caller. This mystery caller told the 9-1-1 dispatcher that a group of Palestinians were mixing a bomb inside of a white van headed for the Holland Tunnel. Here’s the transcript from NBC News:

Dispatcher: Jersey City police.

Caller: Yes, we have a white van, 2 or 3 guys in there, they look like Palestinians and going around a building.

Caller: There’s a minivan heading toward the Holland tunnel, I see the guy by Newark Airport mixing some junk and he has those sheikh uniform.

Dispatcher: He has what?

Caller: He’s dressed like an Arab. (emphasis added) (2)

(*Writer’s note: Why would this mystery caller specifically say that these “Arabs” were Palestinians”? How would he know that? Palestinians usually dress in western style clothes, not “sheikh uniforms”)

Based on that phone call, police then issued a “Be-on-the-Lookout” alert for a white mini-van heading for the city’s bridges and tunnels from New Jersey. When a van fitting that exact description was stopped just before crossing into New York, the suspicious “middle-easterners” were apprehended. Imagine the surprise of the police officers when these terror suspects turned out to be Israelis!

According to ABC’s 20/20, when the van belonging to the cheering Israelis was stopped by the police, the first words out of the driver’s (Sivan Kurzberg) lying mouth were:

“We are Israelis. We are not your problem. Your problems are our problems. The Palestinians are your problem.” (3)

The police and FBI field agents really became suspicious when they found box cutters (the same items that the hijackers supposedly used), $4700 cash stuffed in a sock, and foreign passports. Police also told the Bergen Record that bomb sniffing dogs were brought to the van and that they reacted as if they had smelled explosives. (4) Israeli Army Radio later reported that a white van with a bomb was stopped as it approached the George Washington Bridge. Here’s what the Jerusalem Post reported on September 12, 2001:

“American security services overnight stopped a car bomb on the George Washington Bridge…..

According to the police report, one of the passengers told the officers they had been on the West Side Highway in Manhattan “during the incident” — referring to the World Trade Center attack. The driver of the van, Sivan Kurzberg, told the officers, “We are Israeli. We are not your problem. Your problems are our problems. The Palestinians are the problem.” The other passengers were his brother Paul Kurzberg, Yaron Shmuel, Oded Ellner and Omer Marmari.

ABOUT eight hours after terrorists struck Manhattan’s tallest skyscrapers, police in Bergen County detained five men who they said were found carrying maps linking them to the blasts.

The five men, who were in a van stopped on Route 3 in East Rutherford around 4:30 p.m., were being questioned by police but had not been charged with any crime late Tuesday. The Bergen County Police bomb squad X-rayed packages found inside the van but did not find any explosives, authorities said.

However, sources close to the investigation said they found other evidence linking the men to the bombing plot.

“There are maps of the city in the car with certain places highlighted,” the source said. “It looked like they’re hooked in with this. It looked like they knew what was going to happen when they were at Liberty State Park.”

Sources also said that bomb-sniffing dogs reacted as if they had detected explosives, although officers were unable to find anything. The FBI seized the van for further testing, authorities said.

Sources said the van was stopped as it headed east on Route 3, between the Hackensack River bridge and the Sheraton hotel. As a precaution, police shut down Route 3 traffic in both directions after the stop and evacuated a small roadside motel near the Sheraton.

Sources close to the investigation said the men said they were Israeli tourists, but police had not been able to confirm their identities. Authorities would not release their names.

East Rutherford officers stopped the van after the FBI’s Newark Field Office broadcast an alert asking surrounding police departments to look for a white Chevrolet van, police said.

“We got an alert to be on the lookout for a white Chevrolet van with New Jersey registration and writing on the side,” said Bergen County Police Chief John Schmidig. “Three individuals were seen celebrating in Liberty State Park after the impact. They said three people were jumping up and down.”

The East Rutherford officers summoned the county police bomb squad, New Jersey state troopers, and FBI agents, who waited alongside the van as prosecutors from the U.S. Attorney’s Office tried to obtain a warrant to search the van late Tuesday, Schmidig said.

By 10 p.m., members of the bomb squad were picking through the van and X-raying packages found inside, Schmidig said.

Sources said the FBI alert, known as a BOLO or “Be On Lookout,” was sent out at 3:31 p.m.

It read:

“Vehicle possibly related to New York terrorist attack. White, 2000 Chevrolet van with New Jersey registration with ‘Urban Moving Systems’ sign on back seen at Liberty State Park, Jersey City, NJ, at the time of first impact of jetliner into World Trade Center.

“Three individuals with van were seen celebrating after initial impact and subsequent explosion. FBI Newark Field Office requests that, if the van is located, hold for prints and detain individuals.”

FBI spokeswoman Sandra Carroll declined to comment on the incident late Tuesday.

State police Lt. Col. Barry W. Roberson confirmed the traffic stop at a late night news briefing at state police headquarters in Trenton. He would not elaborate, however.

Business records show an Urban Moving Systems with offices on West 50th Street in Manhattan and on West 18th Street in Weehawken. Telephone messages left at the businesses Tuesday evening were not immediately returned.

Business records show the owner as Dominik Suter of Fair Lawn. A woman answering the telephone at Suter’s home acknowledged he owned the company but refused to comment further. She also declined to identify herself.

It was not clear Tuesday whether the van stopped by police is related to Suter’s company.

A business traveler staying at the Homestead Studio Suites Hotel said she watched state troopers drive the suspects away in a procession of state police cars about 5 p.m.

The woman, who asked not to be identified, said the people detained appeared to be white men, but she could not give more details. About 5:30 p.m., police evacuated the hotel without offering guests an explanation.

“First, they told us we could hang out in the lobby, but then they told us we had to leave,” the traveler said.

At 10 p.m., the hotel guest said she could see at least two police officers searching through the van while a crowd of other officers kept their distance. Except for police vehicles and a tow truck, the service road beside Route 3 was empty, she said.

American security services overnight stopped a car bomb on the George Washington Bridge connecting New York and New Jersey.

The van, packed with explosives, was stopped on an approach ramp to the bridge.

The van was stopped along the New Jersey turn-pike near the George Washington Bridge.

It was not clear why police stopped the van but when they did they found it was laden down with tonnes of explosives.

I nodded. I’d still been in the Mossad when that order was given, and because of my naval background and acquaintance with most of the commanders in the navy, I participated in the planning for the operation as liaison with the navy.

A Trojan was a special communication device that could be planted by naval commandos deep inside enemy territory. The device would act as a relay station for misleading transmissions made by the disinformation unit in the Mossad, called LAP {footnote: LAP: LohAma Psicologit. Psychological warfare, or, as it’s known in the West, disinformation}, and intended to be received by American and British listening stations. Originating from an IDF navy ship out at sea, the prerecorded digital transmissions could be picked up only by the Trojan. The device would then rebroadcast the transmission on another frequency, one used for official business in the enemy country, at which point the transmission would finally be picked up by American ears in Britain.

The listeners would have no doubt they had intercepted a genuine communication, hence the name Trojan, reminiscent of the mythical Trojan horse. Further, the content of the messages, once deciphered, would confirm information from other intelligence sources, namely the Mossad. The only catch was that the Trojan itself would have to be located as close as possible to the normal origin of such transmissions, because of the sophisticated methods of triangulation the Americans and others would use to verify the source.

In the particular operation Ephraim was referring to, two elite units in the military had been made responsible for the delivery of the Trojan device to the proper location. One was the Matkal {footnote: Matkal: Top military reconnaissance unit of the Israeli army} reconnaissance unit and the other was Flotilla 13, the naval commandos. The

{p. 114} commandos were charged with the task of planting the Trojan device in Tripoli, Libya.

On the night of February 17-18, two Israeli missile boats, the SAAR 4-class Moledet, armed with Harpoon and Gabriel surface-tosurface missiles, among other weaponry, and the Geula, a Hohit-class mlsslle boat with a helicopter pad and regular SAAR 4-class armament, conducted what seemed like a routine patrol of the Mediterranean, heading for the Sicilian channel and passing just outside the territorial waters of Libya. Just north of Tripoli, the warships, which were vlsible to radar both in Tripoli and on the Italian island of Lampedusa, slowed down to about four knots – just long enough to allow a team of twelve naval commandos in four wet submarines nicknamed “pigs” and two low-profiled speedboats called “birds” to disembark. The pigs could carry two commandos each and all their fighting gear. The birds, equipped with an MG 7.62-caliber machine gun mounted over the bow and an array of antitank shoulder-carried missiles, could facilitate six commandos each, while towing the empty plgs. The birds brought the pigs as close to the shore as possible, thus cutting down the distance the pigs would have to travel on their own. (The pigs were submersible and silent but relatively slow.)

Two miles off the Libyan coast, the lights of Tripoli could be seen glistening in the southeast. Eight commandos slipped quietly into the plgs and headed for shore. The birds stayed behind at the rendezvous pomt, ready to take action should the situation arise. Once they reached the beach, the commandos left their cigarlike transporters submerged in the shallow water and headed inland, carrying a dark green Trojan cylinder six feet long and seven inches in diameter. It took two men to carry it.

A gray van was parked on the side of the road about one hundred feet from the water, on the coastal highway leading from Sabratah to Tripoli and on to Benghazi. There was hardly any traffic at that time of night. The driver of the van seemed to be repairing a flat tire. He stopped working as the team approached and opened the back doors of the van. He was a Mossad combatant. Without a word said, four of the men entered the van and headed for the city. The other four returned to the water, where they took a defensive position by the submerged pigs. Their job was to hold this position to ensure an escape route for the team now headed for the city.

At the same time, a squadron of Israeli fighters was refueling south of Crete, ready to assist. They were capable of keeping any ground forces away from the commandos, allowing them a not-soclean getaway. At this point, the small commando unit was divided

{p. 115} into three details – its most vulnerable state. Were any of the details to run into enemy forces, they were instructed to act with extreme prejudice before the enemy turned hostile.

The van parked at the back of an apartment building on Al Jamhuriyh Street in Tripoli, less than three blocks away from the Bab al Azizia barracks that were known to house Qadhafi’s headquarters and residence. By then, the men in the van had changed into civilian clothing. Two stayed with the van as lookouts and the other two helped the Mossad combatant take the cylinder to the top floor of the five-story building. The cylinder was wrapped in a carpet.

In the apartment, the top section of the cylinder was opened and a small dishlike antenna was unfolded and placed in front of the window facing north. The unit was activated, and the Trojan horse was in place.

The Mossad combatant had rented the apartment for six months and had paid the rent in advance. There was no reason for anyone except the combatant to enter the apartment. However, if someone should decide to do so, the Trojan would self-destruct, taking with it most of the upper part of the building. The three men headed back to the van and to their rendezvous with their friends on the beach.

After dropping the commandos at the beach, the combatant headed back for the city, where he would monitor the Trojan unit for the next few weeks. The commandos wasted no time and headed out to sea. They didn’t want to be caught in Libyan waters at daybreak. They reached the birds and headed at full speed to a prearranged pickup coordinate, where they met with the missile boats that had brought them in.

By the end of March, the Americans were already intercepting messages broadcast by the Trojan, which was only activated during heavy communication traffic hours. Using the Trojan, the Mossad tried to make it appear that a long series of terrorist orders were being transmitted to various Libyan embassies around the world (or, as they were called by the Libyans, Peoples’ Bureaus). As the Mossad had hoped, the transmissions were deciphered by the Americans and construed as ample proof that the Libyans were active sponsors of terrorism. What’s more, the Americans pointed out, Mossad reports confirmed it.

The French and the Spanish, though, were not buying into the new stream of information. To them, it seemed suspicious that suddenly, out of the blue, the Libyans, who’d been extremely careful in the past, would start advertising their future actions. They also found it suspicious that in several instances Mossad reports were worded similarly

They argued further that, had there truly been after-the-fact Libyan communications regarding the attack, then the terrorist attack on the La Belle discotheque { La Belle discotheque: The terrorist attack on this location was said to have been linked to the Libyans and was the catalyst for the April 14 bombing of Llbya by the Amerlcans} in West Berlin on April 5 could have been prevented, since surely there would have been communications before, enabling intelligence agencies listening in to prevent It. Since the attack wasn’t prevented, they reasoned that it must not be the Libyans who did it, and the “new communications” must be bogus. The French and the Spanish were right. The information was bogus, and the Mossad didn’t have a clue who planted the bomb that killed one American serviceman and wounded several others. But the Mossad was tied in to many of the European terrorist organizations, and it was convinced that in the volatile atmosphere that had engulfed Europe, a bombing with an American victim was just a matter of time Heads of the Mossad were counting on the American promise to retaliate with vengeance against any country that could be proven to support terrorism. The Trojan gave the Americans the proof they needed. The Mossad also plugged into the equation Qadhafi’s lunatic image and momentous declarations, which were really only meant for internal consumption. It must be remembered that Qadhafi had marked a line in the water at that time, closing off the Gulf of Sidra as Libyan territorial waters and calling the new maritime border the line of death (an action that didn’t exactly give him a moderate image). Ultimately, the Americans fell for the Mossad ploy head over heels dragging the British and the Germans somewhat reluctantly in with them. Operation Trojan was one of the Mossad’s greatest successes. It brought about the air strike on Libya that President Reagan had promised – a strike that had three important consequences. First, it derailed a deal for the release of the American hostages in Lebanon, thus preserving the Hizballah (Party of God) as the number one enemy in the eyes of the West. Second, it sent a message to the entire Arab world, telling them exactly where the United States stood regarding the Arab-Israeli conflict. Third, it boosted the Mossad’s image of itself, since it was they who, by ingenious sleight of hand, had prodded the United States to do what was right. It was only the French who didn’t buy into the Mossad trick and

{p. 117} were determined not to ally themselves with the aggressive American act. The French refused to allow the American bombers to fly over their territory on their way to attack Libya.

On April 14, 1986, one hundred and sixty American aircraft dropped over sixty tons of bombs on Libya. The attackers bombed Tripoli international airport, Bab al Azizia barracks, Sidi Bilal naval base, the city of Benghazi, and the Benine airfield outside Benghazi. The strike force consisted of two main bodies, one originating in England and the other from flattops in the Mediterranean. From England came twenty-four F-111s from Lakenheath, five EF-111s from Upper Heyford, and twenty-eight refueling tankers from Mildenhall and Fairford. In the attack, the air force F-111s and the EF-111s were joined by eighteen A-6 and A-7 strike and strike support aircraft, six F\A-18 fighters, fourteen EA-6B electronic jammer planes, and other support platforms. The navy planes were catapulted from the carriers Coral Sea and America. On the Libyan side, there were approximately forty civilian casualties, including Qadhafi’s adopted daughter. On the American side, a pilot and his weapons officer were killed when their F-111 exploded.

After the bombing, the Hizballah broke off negotiations regarding the hostages they held in Beirut and executed three of them, including one American named Peter Kilburn. As for the French, they were rewarded for their nonparticipation in the attack by the release at the end of June of two French journalists held hostage in Beirut. (As it happened, a stray bomb hit the French embassy in Tripoli during the raid.)

Sept. 11, 2006 — A few tips received while the editor was in New York City today resulted in a late edition of WMR. They required some “shoe leather” investigative journalism, something that is extremely lacking today in the “news media.”

According to well-informed police sources in New Jersey, on the evening of September 10, 2001, the four men who would, the following morning, hijack United Flight 93 en route from Newark Liberty International Airport to San Francisco, were living it up in a Wayne, New Jersey strip club called “Lace.” The four hijackers, Ziad Jarrah (Lebanese), the pilot, and three Saudis: Ahmed al-Haznawi, Ahmed al-Nami, and Saeed al-Ghamdi were later pegged by U.S. authorities as extreme Wahhabi Muslim followers of Osama bin Laden. However, the security videotape from “Lace” showed the four to be far from pious followers of Wahhabism. In what seemingly appears to be an attempt by the Bush administration to keep the myth alive that the hijackers were fanatic Muslims, the FBI confiscated the security tape from “Lace” and it was never identified or discussed in the official 911 Commission report. That security video tape joins a number of others — including those from the area around the Pentagon showing the impact of American Airlines 77 into the building and a Jersey City video rental store across Kennedy Boulevard from the El Salaam Mosque — that have been confiscated by the FBI. The El Salaam Mosque is where both the 1993 and 2001 World Trade Center attackers were active prior to each attack. The Kennedy Boulevard video store video tapes showing Saudi hijackers and Israeli Urban Moving Systems Israeli agents patronizing the store were seized as evidence by the FBI and the store’s computer hard drive, with the names, addresses, and phone numbers of video rental customers, was stolen in a “black bag” operation believed to have been carried out by the FBI.

A warehouse located at 3 West 18th Street in Weehawken, New Jersey, where a group of Israeli intelligence agents operating under cover as movers and staged a series of false flag operations on the morning of Sept. 11, 2001, attracted the constant attention today of a roving Weehawken police cruiser. The warehouse, which was leased to Urban Moving Systems, an Israeli-owned firm, was discovered to have contained pipes, wires, detonators, blasting caps, fertilizer-fuel compounds, and traces of anthrax by the FBI after an Urban Moving Systems van with five Israelis, spotted earlier photographing the World Trade Center before the first plane struck the North Tower, was stopped by East Rutherford, New Jersey police. Dressed as Arabs and seen by witnesses celebrating the attacks, the five Israelis earned the nickname “the dancing Israelis.”

The East Rutherford police stopped the Israeli van based on an FBI national “Be On Lookout” (BOLO) notice issued earlier on the morning of 911. When asked if he recalled the incident, the Weehawken police officer told WMR that the local police had no role in the investigation of the warehouse after the FBI stepped in to assert Federal jurisdiction in the case. The FBI permitted the owner of Urban Moving Systems, Dominick Suter, known to be a Mossad agent, to flee the country after his five employees were arrested for suspicion of involvement with the 911 attack. Suter’s name also showed up on a U.S. government watch list of 911 suspects that also contained the names of the hijackers and several of their interlocutors. After being held in the Metropolitan Detention Center in Brooklyn for 71 days, the Israelis were permitted to fly home to Israel, a decision prompted — over the objection of the CIA — by pressure being applied on the Bush administration by then-Jerusalem Mayor Ehud Olmert and New York Mayor Rudolph Giuliani. WMR has reported that Suter later re-entered the United States and was working for a Florida-based aircraft parts supply company.
